Consultative meeting on the Draft Intergovernmental Relations (Sector Forums) Regulations, 2026.

The Principal Secretary, State Department for Devolution, Michael Loikenu Lenasalon, today participated in a consultative meeting convened by the Prime Cabinet Secretary, Hon Musalia W Mudavadi, to deliberate on the Draft Intergovernmental Relations (Sector Forums) Regulations, 2026.
The meeting focused on resolving outstanding issues before the Regulations are finalized and forwarded for the next stage of action.
In his opening remarks, Hon. Mudavadi commended stakeholders for their sustained collaboration in strengthening Kenya’s devolution framework. He underscored the importance of harmonizing positions to enable effective implementation of Summit resolutions.
Deliberations revealed broad consensus on the draft Regulations, with only one clause requiring further clarification. Hon. Mudavadi emphasized that resolution of the outstanding matter should be guided by the Intergovernmental Relations Act, a position supported by PS Lenasalon and the Solicitor General, Hon Shadrack John Mose. He noted that further delays in finalizing the Regulations could hinder service delivery to counties and proposed that the Senate proceed with the approval process, allowing room for amendments where necessary.
PS Lenasalon affirmed that the Draft Regulations were developed in alignment with the Intergovernmental Relations Act to operationalize its provisions. He encouraged the Council of Governors-Kenya to submit a memorandum to the Senate outlining any proposed amendments and indicated that the matter could also be tabled at the next Summit meeting.
The consultative session brought together representatives from the Prime Cabinet Secretary’s Office, the IGRTC -Intergovernmental Relations Technical Committee, the State Department for Parliamentary Affairs , the Council of Governors and the Office of the Solicitor General, among other stakeholders.
The Principal Secretary was accompanied by Lesley Khayadi, Director for Partnerships and Intergovernmental Relations, and Jackson Mwangi, Deputy Chief State Counsel.
