The Government Legislative Agenda (GLA) Roundtable Meeting

Yesterday, the State Department for Devolution (SDD) led by the Secretary for Devolution and Intergovernmental Relations, MO Shalle, representing Principal Secretary Michael Lenasalon  participated in a Government Legislative Agenda (GLA) Roundtable Meeting convened by the Office of the Prime Cabinet Secretary through the State Department for Parliamentary Affairs.
The roundtable forms part of ongoing engagements with Ministries, Departments, and Agencies (MDAs) since 23rd March 2026, aimed at identifying and fast-tracking priority policy, legislative, and statutory initiatives for the remaining term of the Kenya Kwanza Administration.
During the session, SDD presented progress on key policy, legislative, and regulatory frameworks that are at various stages of formulation, consultation, and approval. These frameworks are critical enablers in advancing the Bottom-Up Economic Transformation Agenda (BETA).
Notably, SDD highlighted the following priority initiatives being developed in collaboration with stakeholders including the Council of Governors-Kenya and the IGRTC -Intergovernmental Relations Technical Committee:
1.) Policy Initiative
• Policy on the Devolved System of Government, 2026 (approved by Cabinet, pending launch)
2.) Legislative Initiatives
• Intergovernmental Relations (Amendment) Bill, 2024
• County Governments (Amendment) Bill, 2025
• Concurrent Functions Bill, 2025
• Devolution Laws (Amendment) Bill, 2024
• Assumption of Office of Governor (Amendment) Bill, 2026
3.) Regulatory Initiatives
• Intergovernmental Relations (Sector Forums) Regulations, 2026
• Transfer and Delegation of Functions, Powers and Competencies Regulations, 2025
• Regulations on Submission of Summit Reports, 2026
In his remarks, the Secretary for Devolution emphasized that the reviewed Policy on the Devolved System of Government integrates lessons learned over the past decade and strengthens intergovernmental relations, institutional capacity and service delivery.
He further appreciated the role of the State Department for Parliamentary Affairs in convening the roundtables and accelerating the GLA process, which is key to delivering responsive and coherent legal and policy frameworks.
The meeting resolved that SDD and the Council of Governors will participate as full-time members in the GLA roundtables to enhance coordination and tracking of devolution-related frameworks across sectors. It was also recommended that future engagements adopt a more inclusive approach involving all levels of government.
The meeting was chaired by the Secretary for Parliamentary Affairs Nick Biketi, on behalf of the Principal Secretary, Dr. Aurelia Rono.
The Devolution docket was represented by the Secretary for Devolution, alongside the Chief State Counsel Pauline Muriithia and Parliament Liason Officer, Charles Muthuri.
IGRTC CEO Dr. Kipkurui Chepkwony was also present, accompanied by Sophie Amutavi, Director Legal Services, with the COG represented by Director of Committees and Programmes, Kizito Wang’alwa.
