Counties are set to play a central role in shaping the next phase of Kenyaโ€™s devolution journey as the sensitization for Governors for the Second Kenya Devolution Support Programme (KDSP II) officially kicked off today. The training is meant to deepen understanding and commitment to the programโ€™s implementation.
Speaking during the forum, Principal Secretary for the State Department for Devolution, Michael Loikenu Lenasalon, lauded the collaborative spirit that has shaped KDSP II, emphasizing that the program was the product of extensive consultation and collaboration between the National Government, World Bank and County Governments.
โ€œKDSP II builds upon the solid foundation laid by KDSP I. We must leverage the lessons learned and momentum gained to drive even greater impact in this next phase,โ€ he noted.
With a focus on strengthening county institutional capacity, promoting transparency, and enhancing service delivery the program is seen as pivotal in actualizing the core objectives of devolution.
The State Department for Devolution will continue to coordinate closely with counties, ensuring shared accountability and unified efforts.
โ€œOnly through strong coordination, mutual accountability and shared vision can we deliver the transformative outcomes envisioned under KDSP II,โ€ PS Lenasalon emphasized.
KDSP II National Program Coordinator, Dr. Samuel Nyaga took the Governors through an overview of the Program, its background and its objectives which included the Programโ€™s implementation arrangements including its minimum conditions and the Disbursement Linked Indicators (DLI).
DLIs are measurable targets or milestones that must be achieved for funds to be released in results-based financing arrangements, especially in donor-funded programs or development projects.
The workshop marks a significant step toward enhancing governance at the grassroots and empowering counties to transform the lives of their communities economically, socially and politically.
Staff from the State Department for Devolution were present during the sensitization including the Secretary for Devolution MO Shalle, Lesley Khayadi (Partnerships & Intergovernmental Relations), Justine Nelima (Administration), Jayne Asuma (HR), staff from KDSP II's National Program Coordination Unit among others.
