State Department for Devolution Principal Secretary, Teresia Mbaika, CBS with the Senate Standing Committee on Devolution in Mombasa
The Principal Secretary for Devolution Teresia Mbaika, CBS today held a meeting with the Senate Standing Committee on Devolution and Intergovernmental Relations to discuss the State Department's mandate and to highlight the Senate's role in the successful implementation of the Second Kenya Devolution Support Program.
The Kenya Devolution Support Program (KDSP II) aims to help counties improve resource management, foster fiscal responsibility and promote transparency, ultimately strengthening citizen engagement in governance.
Speaking during the meeting Principal Secretary Mbaika highlighted the significant strides made since the implementation of devolution, particularly in improving access to essential services such as healthcare, education, and infrastructure at the county level.
PS Mbaika acknowledged the critical role of the Senate in fostering intergovernmental cooperation and resolving conflicts over resource distribution.
"Our goal is a seamless partnership between national and county governments, grounded in respect, collaboration, and mutual accountability. We are committed to building on the committee's efforts to ensure the promise of devolution as a catalyst for development is not frustrated," said PS Mbaika.
The Committee Chair Sheikh Mohamed Abbas highlighted the interconnected nature of the Committee and the State Department's mandates to protect devolution, enhance intergovernmental relations and protect the interests of the people of Kenya.
"Tied to the mandates, I am cognizant of the main objective of the Kenya Devolution Support Program (KDSP), which is to strengthen county performance in the financing, management, coordination, and accountability for resources, to improve delivery of devolved services at the county level," said Chairman Abbas.
The Committee Chair appreciated the World Bank for their support to the programme as he affirmed the Committee’s support and commitment in ensuring the realization of the programme that will guarantee the success of devolution in Kenya.
